Question on wording for Enhanced Articulation

So I hadn't thought there'd be a reasonable way to interpret that as anything other than +1 dice pool to your Escape Artist skill and a +1 increase to your Physical limit for all purposes.

But when I added it to a character in Chummer5, it's saying the +1 Limit is only for Escape Artist on the notes for Physical Limits on the character sheet.  Before I go to register a bug with the Chummer folks, are they right?
RPG mechanics exist to give structure and consistency to the game world, true, but at the end of the day, you’re fighting dragons with algebra and random number generators.

It should be all purposes based on the wording, at least that’s the only interpretation I can get out of it

And even with the broad reading, it is far from overwhelming.  I can't really recall seeing builds that use it.  I'm sure they exist (low strength/enhanced cyberarm ninja perhaps?), suggesting that even with the popular reading of it, it is hardly overpowered.
