Can you use counterspelling against critter abilities like fear and fire breathing?

Not RAW.  Sorry, cause sometimes it would be nice if you could.

Indeed, by RAW not.

I've seen two houserules which try to deal with the problem:
1. Some GMs allow Banish to be against spirit powers in the same way as Counterspell is used. It's a nice idea, because Banish seems to be pretty useless to most mages since they just cast Stunbolt or Manabolt against spirits instead of Banishing (and risking uncalculable drain).
2. Take a hint from SR5, where they at least now gave the target two attributes instead of one to resist:
Confusion against Will + Logic
Influence against Will + Logic
Paralysing howl against Will + Intuition

This gives the target a better chance (two pools against two pools instead of SR4s two pools against one pool)
