I'm pretty sure holding your breath doesn't use the swimming or diving skills, judging by their descriptions.

Yes...

If you don't have the skills then straight attribute, but skills can affect these.

There are people that actually compete in breath holding (record right now I think is 6:23). There is a lot of training that divers can undertake to learn better ways to hold your breath. for that matter there are martial arts disciplines and types of yoga that can teach breath holding in a non-aquatic envirornment.

Similar things apply to temperature. A polar expert is going to take the aluminum foil from his cooking kit and line the inside of his make shift snow cave. There are also meditation techniques that survival experts are taught to slow their metabolism to extend survival.

Holding your breath is under the swimming skill.  Surviving harsh temperatures falls under the survival skill, and the general rules for exposure to harsh conditions are listed under that skill.  Arsenal has more advanced optional rules for various environments.  Both tests are Willpower + skill.
