Forgive if this has been covered already,  cyber limbs startwith a Strenght and Agility of 2, they can only get the +4 modifier added on, so max Strength and Agility are always going to be 6 is that the correct way to read that, or am I missing something somewhere

The maximum augmented increase here is in respect to your natural stats, "your attributes", not that of the limb. So as a 3-Strength, 5-Agility person I would be able to get 2+5 (=3+4) Strength and 2+7 (=5+4) Agility max, which will use up 12 Capacity.
