I bet this is how most arcologies and extraterrestial colonies run most of their arboreta and plant gardens. But yes, this would be interesting for the Underground. And maybe worth a run, acquiring the tech.

Or smashing the pinhole light filters above-ground?  Sure it seems petty, but for a street-level game it might be pretty good.  Deal with some metahumans that don't want to see the lights busted, maybe a couple corrupt city council members trying to win over the Brackhaven crowd?
