Depends. Do you want it in any way functional? Is it just a shell/casing?
If you want a commlink that looks (physically) like a deck, I would call that a custom form-factor commlink.
If you just want some casing with a blinking light or two, call it a five-pack of electronics parts maybe?
It all really depends on what you plan is.

If that techomancer book ever comes out a fake cyber deck should definitely be something to include with everything from a empty case with blinking lights to one that sends out a false matrix single .

This. Apply form factor to the cheapest comm-link you can buy. It's not going to stand up to any kind of serious examination. But if a deckers looks for it, they will see that it's icon is there, and that's the whole idea.
If you wanted to spend some money on it, and get tricky, you could get a better link, then add a dongle on it to give a sleaze rating, it would be stupidly expensive as dongles are like raiting^2 cost, but it could take someone a couple actions to find it and figure out what the heck it is, depending on how cautious they are.

I think the metalink with a wrapper program module and form should do it...what is that, about a 500 nuyet?

Interesting idea. I considered my decker to fake using a cyberarm deck to have meatspace opponents target it instead of his headdeck. But I figured it would be obvious to another hacker which was the real source. Are saying we can use a commlink with a wrapper to fake which is the real deck (Like the tm covering his own persona?) If so, which rules cover this? I am keenly interested.
