I'm not particularly impressed by what ze Germans have done with cyberlimbs, either.

Not that I think there's a good answer, but shunting cybertorsos into irrelevance imo doesn't improve the situation.

Its absolutely not irrelevant, since it houses an additonal up to 3 Armor and has space for many many more Mods.
Making the torso a non-requirement however allows for building Cyberwarrios with 4 limbs that don't end up at almost zero Essence and can actually stack some INI enhancements to make them usefull.
