I know racial qualities dont count toward your qualitie limit, but but can they stack over the qualities maximum, fir example Trolls get built tough 2 can they then go and buy 4 levels of built tough for a total of 6 or does it cap at 4?  I know how I would do it which would be to cap at 4, just curious if this is correct

That's the way I view it, too.

The racial traits you get for free are said to be free, but they're not said to go beyond the maximum levels.  Ergo, the karma cost is modified by the specific trumps general principle, but the max level rule is not trumped by anything.

Ork get 1 of the max 4 levels for free.

Trolls get 2 of the max 4 levels for free.
