When did Kid Stealth go swimming with concrete shoes, plastique, and a detonator? Or, put another way, are Raptor cyberlegs available in 2050?

Kid Stealth had 'em pretty early in the timeline, yeah...but I think a little "Distinctive Style" or something might be appropriate for someone taking 'em then.  Or, worst case scenario, a little mistaken identity.
