Or check google for the real-life phenomena, some of the geographic or mytho/historical backdrop might give you additional ideas. There's even an article on it in wikipedia (http://en.wikipedia.org/wiki/Blood_rain), as well as "blood" (or "watermelon snow" according to the wikipedia article). Otherwise, Twilight Horizon is your book.

In Twilight Horizon, it turns out that Horizon has been doing Bad Things^(tm) to spirits in the Mojave. The spirits get angry, and take a natural phenomenon and advance it to supernatual levels. Such as cities getting flooded with rain the color of blood, and other such things. I expect this will get more play in the future.

I wholly expect actually Blood rain at some point if Horizon keeps things up
