You are correct on both counts. As to why you would cast it at a higher force: Counter-spelling, Wards, Background counts, all mess with your spells, and low force spells are especially easy to disrupt... Nothing like risking deadly drain, only to have the enemy mage dis-spell it, causing you to have to REcast it
