Aside from the draconic talky business in Survival of the Fittest, and the fact that she's a Prince of Tir Tairngire and must occasionally therefore do a spot of public speaking

Plus her Influence skill group of 6 (President/CEO level) and Charisma of 20...

Oh, another option is that this is how political speakers spoke during the Fourth World, you know, when they did things PROPERLY? 

Hell, I'm giving Dragons major props for most of them figuring out mass media, megacorporations, computers and the Matrix so quickly.  Dunkie woke up and shouted out, "GIVE ME MY OWN DAMNED TV SHOW!" after all.
