The shift power is in aetherology- ware less than deltagrade is a no go.
Arguably the Transhuman Prototype Quality from Chrome Flesh lets a Shifter have a point of Bioware, and from there you get into the when can you have Used Bioware. Some tables may disagree and I can see where they're coming from. Like I said in the pre-amble to my Shifter build upthread, there are things here that wouldn't fly at some tables : )
