SURGE is not allowed for missions (I'm assuming. I guess they fall under metasapients? It isn't clear in the FAQ), but can players still take negative the negative metagenetic qualities as per RAW without being a SURGE character?

Split this off to answer it.  But no, Metagenic Qualities are not purchasable outside of being a SURGE Changeling.  However, there are a couple Metavarients that have Metagenic Qualities.  These are exceptions.  Otherwise, there is no way to obtain these qualities.
