Using a ram plate means
that damage done to the rammed vehicle is raised to the next
higher damage value on the ramming table (p. 160, SR4), while
the damage to the ramming vehicle remains the same.

You ram, then the damage is staged up.  That's what it does.
Ram plate is on the front.
Ram plate is in the rear.
Ram plate is above, below and everywhere in between.

Or you could just decide that the auto modifications required in the installation of a "proper" ram plate involves also reinforcing the chassis, strengthening the frame, etc, instead of just slapping a push bar on the front-end.  Then it kind of makes sense.
