[SR4] 400bp character legality [resolved]

So I tend to avoid min maxing in most systems because of just how annoying it is to the GM and everyone else. However I was thinking about joining this one game when all of a sudden this guy drops this character in for approval http://www.myth-weavers.com/sheetview.php?sheetid=632743 GM okay'ed it and I dropped out. I mean is it really legal for this guy to have that many DICE at character creation?

Guys math goes like this
7 agility
6 skill points
2 from spec
2 from foci
1 from grip

That's not terribly twinked for 4E. I've seen chargen characters with 23 or more dice.

That's one of the reasons I prefer 5E.

That's not even at all min-maxed.  That character could use restricted gear for a higher rating focus, get an additional two ranks of Improved Ability, use Muscle Toner 2 (or 4) to get higher Agility for the same effective power point cost, use Adept Ways and Geasa to get more powers in...  That said, he's actually dangerously over-specialized.

If you haven't played Shadowrun before, the size of specialist dice pools might be surprising to you.  But it is, at its core, a game where you throw a crapton of dice to do awesome stuff.

4E is a game where the the gap between average and optimized is so broad that the tables social contract becomes vital.

It's really not - it might be above board for some games, but in the abstract it's not at all ridiculous - hell, the optional cap rule is 20 dice, or twice natural skill+attribute, whichever is higher.

To the point where technically, someone could say "Wait, you don't want to hurt me!" and he'd just say "Oh, I don't?  Sorry about that!" and walk away - as it doesn't occur to him that what they're saying could be anything other than the absolute truth.
