Apparently it depends on what edition you play. German explicitly says they do, but English doesn't and honestly it seems ridiculous to me for that to happen. I mean, why would you design a custom vehicle where you pay extra and go through more hassle for having mods be part of the base design, when it just means extra costs without benefits?
