Mostly working for one crime group or another through the whole series. There is an overall story element linking them altogether but it isn't really obvious. I've run it twice and for the most part the players never really got what was going on behind the scenes until the last adventure. Not sure if that is good or not. Also, these adventures work well if you want to dump the Ghost Cartels campaign in there and sub in Denver for Seattle.
I ran it this way and the players were never sure what was related to the Denver Missions campaign and the Ghost Cartels Campaign until they had to leave the city. Good times.
