So yeah, now that they involve buying a weapon and slotting it in, I'd argue that any INTERNAL mods are fine, as long as they don't worsen Concealability. It's just external mods/accessories that are limited, with only laser-sights and sound suppressors allowed. It's not RAW, but I consider it a decent houserule still honoring RAI.
