I am curious what people thing about the ability to use a tacsoft without sensors? If I have four people with adequate sensors running a level 2 tacsoft, can you add more participants who dont have the sensors but who receive the benefits of the tacsoft while running the software but capping at the level determined by people who have sensors?

I tend to rule no. It appears to be the intent that you must be a contributing member of the net to gain the benefits.
