Question about races and qualities in PACKS

The Seven:
I made the mistake of ordering the RT box without the PDF, and now, not only I can't stand the wait, I'm trying to get my head around what's being said about the PACKS system so I can start using it in my campaign.

I know, talk about uneasyness and impulsiveness.

But anyway, I got a quick question regarding PACKS: do they cover races and qualities well?

Races, yes. Qualities, not so much. For magician/technomancers, they have the qualities listed on the ability PACK, but most other qualities are still bought separately.
