When Binder IC reduces Data Processing, do devices start to drop out of the network? Is it determined randomly or does the owner get to choose?

Does the description of Tar Baby IC not match the effect? It says it slows you down until you abandon the host, but it really keeps you from abandoning the host. It doesn’t slow you down at all, does it?

Binder ... yes you start losing devices. Whether it's random or chosen is up to the GM, since I left it undefined on purpose.

Tar baby ... no it's doesn't actually slow you down by reducing initiative or anything like that but it does "slow" you down by forcing to make a roll that can be quite difficult in some cases to just log out.

Tar baby slow you down in the sense that it prevent you from leaving the host long enough for you to be caught by other IC. And it also slow you down in the sense that you are not allowed to advance to inner tier hosts. And it slow you down in the sense that the only way to break the link lock is to spend action economy in cybercombat to brick the Binder IC.

The alternative would be to give up in frustration by trying to successfully take the Jack Out action (which will cause dump shock in case you happen to be in VR).
