You can live there even if you get Not a Home:  Comfort & Necessities is 3/3 then which you can live better than an average low lifetsyle.

The problem is with the security, you want to up it as much as possible or risk getting robbed. Though im not sure if you're supposed to have insurance. Applicable licenses are covered in the lifestyle.

I don't like this lifestyle option. If a player wants his character to run his own small business, I would rather just have the player take a special work area, the dayjob quality, and make him roll SIN/license checks every so often if his business is legit (and I'd invent a police interest roll if it wasn't legit). Anything beyond that just seems like it will be a distraction from the main focus of the game.
