He has Improved Reflexes 3, it add 3 reflexes to the character.

Natural maximum for attributes/skills is 6 (for humans).  However, you can have any skill or attribute augmented to a maximum of +4.  And Adept powers augment your stats if you read over the adept powers Moonlightshadow13 put down.

Honestly?  Shadowrun is one of those games where you'll find out about a rule every session.

Augmented Maximum: Page 94 under the Heading "Spending Your Resources," last paragraph.

Adept Powers that augment: Page 309 and 310.

You literally have to bounce back and forth between pages and read the paragraphs.  If you have any questions about Moonlight Shadow's build, ask any of us.  It's a solid build overall.
