Creating a Street Level Character

In page 64 of the 5th Edition book it says, "Karma: Each player receives 13 Karma to customize characters
(maximum of 26 Karma)."

What does the part "maximum of 26 Karma" refer to?

He can get only 13 additional Karma for taking negative Qualities (13 + 13 = 26)
