No, it doesn't. What it does do is give a benefit to the one who does have those big-ass wires that is commensurate to their cost. The way that you're arguing for makes the cost in both money and Essence much too high for the benefit.
In a game where one action can, and often does, completely change the odds of the battle - getting to go first is worth the cost, even if you only get to go first just the once..
Not with how high that Essence and monetary cost is. Perhaps if both were about half of what they are, but at the Essence and monetary costs present, it is likely to be months upon months of play time before getting the maxed out versions of the implants (likely to need to get Beta grade on the upgrades because of other implants one has).
So no, what benefit is gained isn't worth the costs.
