There is not a maneuver for it... But you could invent one. Just like anything else, if you train for specifically one thing (like snapping necks) you should gain bonuses for the action (imho). Due to the nature of the action, the prequisite to do it could be a surprise attack, for example.
Neck-Break
"While doing suprise attacks from behind, you can choose attemping to snap the opponent's neck instead of doing normal unarmed damage. You roll the unarmed attack as normal (using any bonuses for subduing combat, but not for reach) and you get a bonus of +4 damage to your attack, but if you fail to kill the opponent at once, no damage is done. In this case, continue the combat normally by the rules, with the opponent subdued by you."
