That's why the alternative interpretation (spending a Simple Action or Complex Action on something that isn't firing a weapon resets recoil) makes a lot more sense than the way people (including me) have been reading that rule.
Except that you can use a Simple Action to use Burst Fire, and a Simple Action to take aim, every Action Phase, and never ever have to suffer from recoil. My opinion on the whole thing is that the recoil rules are designed to encourage gun bunnies to have a second aspect of combat to their character, so they are a little more well-rounded. A character that has no other way to fight than "I shoot the guy every turn" is a seriously boring, one-dimensional character. Throw a punch or a grenade, FFS. Or at least Take Aim! One simple action can not only clear your recoil but also give you a +2 bonus on your next shot!
A more balanced house rule might be to allow the Simple Action to Take Aim to reduce your cumulative recoil by 1 rather than to add 1 to the next shooting test. This would allow the troll in the previous post to keep firing, without making every gun bunny overpowered and boring.
