I try and I try, but I just can't make one who's a skilled rigger, and can still hold his own in some way, during a standup fight. I'm sure im not the only one who's hit this wall.

All depends on your definition of "skilled". What's your goal?

I did some quick messing around and came up with the following starting point:

Using the 10 point char creation system is helpful because Ork is a C (2 point) pick.
4 - Attributes - 24
2 - Race - Ork (0)
2 - Skills - 28 / 2
2 - Resources - 140,000
0 - Magic - Mundane

Attributes
Body - 7
Agility - 5
Reaction - 6
Strength - 6
WIllpower - 3
Logic - 4
Intuition - 4
Charisma - 2

You'll need:
Control Rig - Rating 1 - 43,000
Smartlink - 4000

RCC Rating 4 - 32,000 or 34,000

This should leaves enough money to get a vehicle of choice and a few drones.

Your top skills should be:
Pilot Ground Craft (Wheeled)
Automatics
Gunnery (Balistic)

During a standup fight you should be shooting an SMG or something while your drones shoot with sniper rifles and ARs from the sky (but get a Doberman or Steel Lynx to bring inside with you).

Try Resources A, Skills B, Ork C, Attributes D, Mundane E. A cyberarm or two is a good option.
