This is really important as the book doesn't specify whether they have arms or not

Someone posted a build earlier for a gauss rifle wielding naga and this debate broke out in a major way... although no-one could wade in with anything 5E specific, consensus from older material says no.

Agreed. This looks like a 'training wheels' edition, that you can use to introduce someone to the setting, and then shift over to something like 5E or 4E. Like how D&D 5E is best used as training wheels for D&D 3.X.

You could Surge a Naga with Shiva Arms.
Then this one extraordinary example would have a Pair of Arms. it could even have 2 Pair of Arms ( taking Shiva Arms twice)

Yeah... at times it seems they forget that new people can be coming in on the latest edition and not know little details like that.

It would be interesting if there was a variant of naga that did have arms, just like how there are Centaurs who look more human but are shunned.

Like Medicineman said, surge them with shiva arms and you have snakes with arms.  In legends (http://en.wikipedia.org/wiki/N%C4%81ga) they do have arms, so it might be possible.
