I would say no. Their matrix attributes are based off of their personalities and mental attributes; I wouldn't even allow having that program as a Technomancer.

I agree. Configurator is useless for technomancers, because the attributes of a living persona are fixed to the 'mancer's real world attributes. However, it is possible for an elven TM with a cerebral booster and exceptional attribute to get better matrix attributes than a fairlight Excalibur, once enough submersion levels have been taken.
