I've seen it said in a couple of posts that the Ultimax Rainforest Carbine stats were an error and missed during proof reading.

Is there an official post or comment to this effect? I also looked for official errata, and it doesn't appear to be available yet.

Check out the Missions section, it got nerfed in the most recent FAQ update.  Over-nerfed IMHO but changed regardless.
