I am going for primarily closer ranged with Missile Mastery so he can use jsut about anything.  Thinking maybe always carrying a deck of cards.  What would that damage be though?  And does Hawk Eye reduce the range mods?

Does the quality Linguist and the Adept power Linguistics stack?  Would that be (10 - Magic)/2 for time to learn?  And then still apply the +2 to lang skills?

You need IPs somehow.  With an Agility of 5 and a Strength of 6 Athletics 4 is really kind of overkill, and you have Unarmed, Blades and Clubs without using the Close Combat skill group.  I would say get Close Combat 4 and with the 28 points you spent on Close Combat skills get Athletics 2, Throwing Weapons 6, and Perception 4.

Initiative Passes.  You can typically get up to four of them, max, and you start with one.  More passes means being able to act more times in a turn - a character with 3 passes acts 3 times as often as a character with 1.  There's probably an adept power that gives you a  boost there, and the value of being able to act more often seems pretty obvious - and not a space you'd want the opposition to have the advantage, really.

Definitely get Improved Reflexes, at least level 1 but preferably level 2. It's expensive, but going faster and more often is worth it.

It's possible to get IPs from drug abuse if you don't want to use Magic on them.  Also if you can spare the cash losing 1 point of magic for a Synaptic Booster R2 is better than getting Improved Reflexes.
