Yes, if it helps, you can think of the skills from the Magic/Resonance Priority as adding to the skill points you get from Skills Priority, they just add a restriction on how to spend them (at a minimum).
Or, think of it as free points that were automatically spent on the Magic/Resonance skills.
One warning, though, don't forget that you can't mix skill points and skill group points. So the free skill from Aspected Magician can't be messed with except by more skill group points.
