Point Buy: Active skill limits

Hi guys

Not sure if this should be in the Character Creation section. I'm looking for material confirmation on the point buy system from Run Faster. Considering the rules they stimulate (copied down below). It also states that only 200 karma can be exchanged for cash. My question is:

Under these rules are there:
a) no longer any 25 karma limit on qualities?
b) no limit on the active skills?
c) is there even an ability to purchase negative qualities under this system?

The things that must be taken in consideration are the following:
First, as with the Priority System, characters at creation may only have 1 Mental or Physical attribute at their natural maximum (the special attributes—Edge, Magic, and Resonance—do not fall under this limit).
Second, if characters want to use Magic or the Resonance, they must buy one of the additional qualities below:

Karma to Cash got upped to 235.

A) Qualities still have their 25 karma limit (both pos and neg).

B) 6 is the highest rating of skill you can have at character creation (outside of having the quality).

C) Works the same way. You take on the negative quality and gain some karma.

On page 64 of the updated Run Faster is:

From this point on, the Point Buy systems generally works similar to Character Advancement (p 103, SR5), only you are advancing a character with the minimum attributes for their metatype and no skills. The player uses Karma to buy attributes, skills, qualities, contacts (per the rules on p. 98, SR5), gear (at the cost of 1 Karma for every 2,000 nuyen; a maximum of 235 Karma can be spent this way), and anything else needed to flesh the character out.

And when your done spending your karma don't forget your CHA*3 contact points and (LOG+INT)*2 Knowledge skill points. It's overlooked a lot for some reason.

It was an ambiguous area before (especially since the life modules example has the player spending Karma points on them rather than getting free points), but the Errata now explicitly states that all three character generations get this.
