Title: Character Creation, Step 7 and Qualities

After a break from Shadowrun to play Earthdawn for about a year i’m back and rusty as ever.

My question is about spending karma on Qualities during Step 7 “Spending Your Leftover Karma”.

At this Step do Qualities cost double karma? If yes, do they still count towards the 25 point ceiling?

No they cost double after character creation.
