...I was wondering what this specialisation actually covers as I can find no mention or details of it anywhere.

...thank you.  As the character is for Missions, "cooking" her own explosives is unfortunately out. 

So on a related note, would explosives like TNT, Dynamite, and Anfo all be considered commercial explosives?

TNT and Dynamite should still be considered commercial explosive as they are a bit more processed and not as easy to make up on the fly.  Still possible, just a bit more balancing and work.

ANFO could fall under both commercial and improvised as it is used in a number of industries where the cheapness and ease of use makes it very affordable options for businesses like some types of mining.
It can still be easily made up on the fly for those without the necessary permits or don't want a paper trail from their purchases like some runners....

ImO yes
and if You're bound to Missions Play than commercial Explosives is the best specialisation

The character does have the Black Market Pipeline (Explosives) quality with one of her contacts (5 Conn. 2 Loyal) to get more specialised explosives like Thermite Bars, High Yield Detcord, and Linear charges (the latter used in most controlled demolitions to shear supports) at less of a markup.  In the latest Missions FAQ street cred can now also be used to offset availability ratings.  For every 10 street cred the character has, she can reduce availability rating of a single gear purchase by -1.

In the last mission Leela used 12 Kilos of TNT to completely take down a medium sized house as a trap for a hit squad that was after us.

The good thing with most commercial grade explosives is they are only restricted, and she has both a Demolitions as well as a Pyrotechnician licence..
